ABOUT THE FIRM

The Houston Group (the Firm), formerly Ternes-Houston & Associates, a Governmental Affairs counseling firm, was formed in March 1980, by Joseph J. Ternes and Robert P. Houston following their early retirement from the Kaiser Industries Corporation, after the company elected to close its Governmental Relations Offices in Washington, D.C. and in Sacramento, California.

Our office is presently located within two blocks of the State Capitol. This fully equipped, spacious facility is within one to two blocks of a number of key State agencies and departments of particular interest to our client's legislative and regulatory programs. In fact, our office is conveniently located less than a block from the new California Environmental Protection Agency's headquarters. The Firm has comfortable meeting accommodations for up to 16 persons. Clients have use of telephone, duplicating, computer and secretarial communications services.

The Firm subscribes to a daily bill service -- picking up bills and publications at the Capitol early each morning during the working week. The Firm also subscribes to LegWeb, a comprehensive legislative tracking system, which affords the Firm the ability to design personalized legislative watch lists tailored to meet client needs and provide "on-demand" information as to the particulars of key client legislation including, the text, summaries, analyses and vote summaries of subject bills. The Firm receives the "Regulatory Register" and other publications including agendas, reports, and an assortment of related materials on a timely basis from regulatory agencies, boards, and commissions of direct interest to our clients. Although our records and tracking system have been developed and refined over the past thirty years, our operations are not static, in fact, we constantly endeavor to incorporate new ideas and technologies into bringing better service delivery to our clients. The Firm can also assist clients in the preparation of a similar "in house" system, should that be their pleasure.

The Team

The Firm presently has four employees and may be expanding in the near future. Presently those employees include:

Robert P. Houston, President, has nearly 25 years experience in governmental affairs and lobbying. More specifically, thirty-eight years of business experience in Governmental Relations; purchasing; office management; and office service with Henry J. Kaisers' Affiliated Companies. In his capacity with Kaiser, Mr. Houston was responsible for developing, implementing and managing many ongoing programs and special projects for the various Kaiser Entities. Mr. Houston has amassed a detailed working knowledge of the California State legislative, administrative, and regulatory processes and has interfaced with both the public and private sectors on a broad range of issues of interest to the manufacturing, mining, engineering, construction, transportation, and industrial communities.




Douglas D. Houston, Vice President, has been with the firm for over ten years. Since graduating from U.C. Davis with honors in 1989, Mr. Houston has been honing his craft as an advocate and during his tenure with the firm has developed a reputation for successful advocacy on local government matters, particularly in the area of park and recreation services. Among his accomplishments in the area of park and recreation services, include securing nearly $900 million for local agencies through the adoption of Proposition 12, exempting park volunteers from the costs associated with fingerprinting, and expanding the application of "drug free zones" to include park properties. Doug is also very active in civic affairs. He serves as a Commissioner on the Auburn Economic Development Commission and is on the advisory boards for both the local Boys and Girls Club and the Placer Land Trust. Mr. Houston also actively participates in the local symphony and education support groups and formerly served as a city planning commissioner and county parks commissioner. Lastly, Mr. Houston has written numerous feature articles for both business and professional trade publications throughout California.


Bruce Magnani, Legislative Advocate, Mr. Magnani joined the Houston Group in November of 2005 after most recently serving as a Legislative Advocate for the California Chamber of Commerce. Prior to that, he served as a Government Relations Specialist for California's Department of General Services and as a Legislative Advocate for the California Legislative Conference of the Plumbing Heating and Piping Industry and the Construction Industry Council. Mr. Magnani has expertise in environmental issues, including Proposition 65, air and waste management, transportation and government procurement as well as public and private works of construction, public real estate transactions and construction labor issues. In 2004 he was appointed to the California Environmental Protection Agency's Advisory Committee on Environmental Justice as a business representative. Mr. Magnani earned his B.A. in Government from California State University, Sacramento.


Laura Cottrell, Executive Assistant and Office Manager, joined the Firm over five years ago after receiving her undergraduate degree from California State University, Sacramento. During her time at school, Ms. Cottrell was nominated for C.S.U., Sacramento's faculty award for outstanding academic performance, was recognized by the National Scholarship Board for distinguished academic performance, and continues to be a member of the Golden Key National Honor Society. Aside from her academic credentials, while at school, Ms. Cottrell busied herself by working part time for Local Government Information Services, and served as an intern for Assemblymember Virginia Strom-Martin and California Attorney General Dan Lungren. During her internships, Ms. Cottrell's duties included attending bill hearings, tracking bills, writing press releases, and answering constituent mail.
